Documents Needed for a Driving Licence in Delhi

For a learner’s licence in Delhi you need Aadhaar (to complete online e-KYC) or accepted proofs of age and address, a recent photo and signature, and a self-declaration of fitness called Form 1. If you are over 40, you also need a medical certificate (Form 1A). For the permanent driving licence, keep your learner’s licence number handy.

Use this checklist to get everything ready before you start your application, so nothing holds you up halfway.

The portal shows exactly what it needs for your application, so treat this as a preparation list rather than the final word.

Aadhaar and e-KYC

Aadhaar e-KYC is the simplest route. Your identity is verified with a one-time password sent to your Aadhaar-linked mobile, and Delhi then lets you take the learner’s test online from home. If your mobile number isn’t linked to Aadhaar, update that first – it saves a lot of trouble later.

Without Aadhaar authentication you can still apply using other accepted documents, but you will book a slot and take the learner’s test at a transport office.

Proof of age

Documents commonly used as proof of age include:

  • Passport
  • Voter ID
  • Birth certificate
  • Class 10 certificate

Choose one where your date of birth matches your application exactly.

Proof of address

Documents commonly used as proof of address include a passport, a recent utility bill and a rent agreement. If you rent, a rent agreement is often the easiest choice. The portal lists every document it accepts, so check that list before you upload anything.

If you’ve recently moved to Delhi

Use an accepted document that shows your current Delhi address. If your Aadhaar still shows an old address in another state, consider updating it before you apply, or use another accepted address proof such as a rent agreement. The portal’s list of accepted documents is the final word, so check it first.

If you’re under 18

At 16, you can apply for a learner’s licence for a gearless motorcycle or scooter up to 50cc, but only with a parent’s or guardian’s consent. Keep their details and identity documents handy when you apply. For a car or a motorcycle with gears, you have to wait until you turn 18.

Photo and signature

  • Use a recent, clear photo with your face fully visible against a plain, light background.
  • Sign on plain white paper with a dark pen, then scan or photograph it and crop it neatly.
  • Follow the file size and format shown on the portal.

Form 1 and Form 1A

Form 1 is a self-declaration that you are physically fit to drive. You fill it in as part of your learner’s licence application. Answer it honestly.

Form 1A is a medical certificate signed by a registered doctor. You need it if you are over 40, or if you are applying for a licence to drive a transport (commercial) vehicle. Get it done before you start the application, so you can upload it straight away.

Choosing the right vehicle class

Your application also asks for the vehicle class you want to drive:

  • LMV – light motor vehicle, which means a car.
  • MCWG – motorcycle with gears.
  • MCWOG – motorcycle without gears, such as a scooter.

Each class has its own fee, so choose only the ones you need. You can read about the fees in our step-by-step learner’s licence guide.

For your driving test day

  • Your learner’s licence number, or a copy of your LL.
  • Your appointment details and an identity document.
  • Form 1A, if you are over 40.
  • If you are using your own or a family car, its registration certificate, insurance and pollution certificate, plus “L” plates on the front and back.

The Delhi driving test guide explains what happens once you reach the track.

Tips to avoid delays

  • Match your details. Your name and date of birth should be the same on every document.
  • Scan clearly. Blurred or badly cropped scans are a common cause of rejection.
  • Keep the originals ready in case you are asked to show them.
  • Save your application number and your fee receipt.
  • Keep digital copies. Save clear scans of every document in one folder on your phone, so you can upload or show them quickly.

Once your documents are sorted, start preparing for the learner’s test itself with our guide to road signs and rules you must know.

Rules, fees and forms change. Confirm the current details on Parivahan Sewa or with the Delhi Transport Department before you apply. Last checked: October 2026.

Frequently asked questions

Is Aadhaar compulsory for a driving licence in Delhi?

It isn’t the only option, but Aadhaar e-KYC lets you take the learner’s test online from home. Without it, you use other accepted proofs of age and address and take the test at a transport office.

Who needs Form 1A?

Form 1A is a medical certificate from a registered doctor. You need it if you are over 40 or applying for a transport (commercial) vehicle licence.

Can I use a rent agreement as address proof?

Rent agreements are commonly accepted, but always check the list of accepted documents shown on the portal when you apply.

What if my name is spelled differently on two documents?

Fix the mismatch first, or use documents that match exactly. Mismatched names and dates of birth are a common reason applications get stuck.
