How to Get a Learner’s Licence in Delhi (Online, Step by Step)
You apply for a learner’s licence (LL) in Delhi online, on the government’s Parivahan Sewa website. If you complete Aadhaar e-KYC while applying, Delhi lets you take the short computer-based test from home; otherwise you book a slot and take it at a transport office. Once you pass, you can practise on real roads with a licensed driver beside you, and apply for your permanent licence after 30 days.
This guide walks you through the whole process in plain language, from checking that you’re eligible to downloading your licence.
What is a learner’s licence?
A learner’s licence is a temporary licence that lets you learn to drive on public roads under supervision. It is the first step before your permanent driving licence. You will come across a few short forms along the way:
- LL – learner’s licence, valid for six months.
- DL – your permanent driving licence, which you can apply for once you have held an LL for at least 30 days.
- Sarathi – the licence section of the government’s Parivahan system, where applications, slot bookings and downloads happen.
- MLO – Motor Licensing Officer. In Delhi, people often say “MLO office” to mean the local transport office that handles licences.
Who can apply?
| Vehicle | Minimum age |
|---|---|
| Gearless motorcycle up to 50cc | 16, with a parent’s or guardian’s consent |
| Car, or motorcycle with gears | 18 |
When you apply, you choose the vehicle class you want to learn. For a car this is LMV (light motor vehicle). For a motorcycle with gears it is MCWG, and for a gearless scooter it is MCWOG. You can add more than one class to the same application, but each class has its own fee.
What you need before you start
- Aadhaar with a linked mobile number. This is what lets you complete e-KYC and take the test from home.
- Proof of age and address, if you are not using Aadhaar authentication. For example, a passport, voter ID, birth certificate or Class 10 certificate for age, and a utility bill or rent agreement for address. The portal shows the full list it accepts.
- A recent photo and your signature, scanned clearly, in case the portal asks you to upload them.
- Form 1 – a self-declaration that you are physically fit to drive. You fill it in as part of the application.
- Form 1A – a medical certificate from a registered doctor, needed only if you are over 40 or applying for a transport (commercial) vehicle licence.
- A way to pay online, such as UPI, a debit card or net banking.
Our documents checklist for Delhi explains each of these in more detail.
How to apply online, step by step
- Open Parivahan Sewa and go to Online Services, then Driving Licence Related Services.
- Select Delhi as your state.
- Choose Apply for Learner Licence and read the instructions on the screen.
- Choose the Aadhaar authentication route if you can. You confirm your identity with a one-time password sent to your Aadhaar-linked mobile.
- Fill in your details exactly as they appear on your documents, and choose your vehicle class (LMV for a car).
- Complete the Form 1 declaration. Upload Form 1A if it applies to you, plus a photo and signature if asked.
- Pay the fees. Keep the receipt and note down your application number.
- Take the learner’s test – online from home if you used Aadhaar e-KYC, or at the transport office on the slot you booked.
- Once you pass, download your learner’s licence from the Sarathi portal and keep a copy on your phone.
The faceless learner’s test from home
Delhi’s faceless service means you don’t have to visit an office for the learner’s test if your Aadhaar authentication goes through. The test is a computer-based multiple-choice test on traffic rules, road signs and a driver’s duties. Before you begin, the screen tells you how many questions there are, how much time you have and the pass mark, so read that page carefully.
A few things help on the day:
- Sit somewhere quiet, with a stable internet connection and a charged phone.
- Keep your Aadhaar-linked mobile nearby for one-time passwords.
- Take the test yourself. It checks your own knowledge – and you will need that knowledge on the road anyway.
The best preparation is learning the three types of road signs and the basic rules of the road. Our guide to learner’s licence test questions covers exactly that.
Fees
| Item | Fee (as per published fee tables) |
|---|---|
| Learner’s licence, per vehicle class | About ₹150 |
| Learner’s licence test | About ₹50 |
The portal shows the exact total before you pay, and that is the amount to trust. If you apply for both a car and a motorcycle, the licence fee is charged for each class.
After you pass
Your learner’s licence is valid for six months. While you hold it:
- You must drive with a licensed driver or instructor sitting beside you.
- The car must show “L” plates – a red L on a white background – on the front and the back.
- After 30 days from the date of issue, and before the licence expires, you can apply for your permanent driving licence and book your driving test.
Use those 30 days well. A structured course at a licensed driving school fits neatly into this gap. Our checklist on how to choose the best driving school in Delhi helps you pick one, and the Delhi driving test guide explains what happens on the automated test track.
Common mistakes to avoid
- Mismatched details. Your name and date of birth should match across all your documents. Mismatches are a common reason applications get stuck.
- Choosing the wrong vehicle class. Learning to drive a car needs LMV, not a two-wheeler class.
- Letting the licence lapse. If your learner’s licence expires before you pass the driving test, you will usually have to apply for a new one.
- Leaving practice to the last week. Start lessons soon after you get your learner’s licence, so you are confident by the time you can book the test.
Rules, fees and forms change. Confirm the current details on Parivahan Sewa or with the Delhi Transport Department before you apply. Last checked: October 2026.
